City of Perth Western Residents Inc (COPWR) is a local neighbourhood association representing the voices of the three western communities of the City of Perth:
Crawley North (mainly high-rise near Crawley Boatshed),
Hollywood (North of Stirling Hwy, East of Hampden Rd), and
Crawley South (South of Stirling Hwy, East of Broadway).
We advocate strongly on many issues relevant to the area, to promote the views and goals of our community, through engagement with key stakeholders and local media.

Free parking available along Hackett Drive or catch the free Purple Cat Bus that goes straight past the venue.

City of Perth Annual Electors General Meeting (AEGM) - Tuesday 28th January 2025 - Council House
Thank you to those residents who attended the AEGM and asked and/or submitted questions.
We received feedback from several Councillors that residents from our area showed a broad-ranging interest in their neighbourhood and communicated their concerns well with the City of Perth.
Issues covered include Kings Park bushfire management, potential impact of introducing ferries to Matilda Bay, publishing public notices from the City of Perth in the Post Newspaper, enhancement of the playground at JH Abrahams Reserve and a request for library services to be based at Broadway Fair Shopping Centre.

A big thank you to These Galahs for entertaining the crowd! They were warmly received again this year, with Santa and his helpers arriving to spread Christmas cheer! Thank you residents and visitors for joining us to celebrate the start of summer!

Members Tour of the Art Gallery of Western Australia - Wednesday 4th December 2024
On the afternoon of 4th December, a merry band of COPWR members met in the foyer of the Art Gallery of WA to enjoy a free guided tour of some of the exceptional works in the Gallery collection with experienced Gallery Guide Adrienne Marshall.
Many of the works were completely unexpected, with some of the works in the Aboriginal Gallery giving extraordinary insight into the variety of mediums and materials used in modern Indigenous artworks.
Particularly admired was the intricate metal etching by Binygurr Wirrpanda worked on a large old road sign stripped of paint, back to raw metal.
Our final discovery was the large 18 panel Brett Whiteley “American Dream” full of themes and surprises.
Those who hadn’t been to the TIME-RONE exhibition were able to get a sneak preview as we accessed the TIME-RONE bar in the old original Perth courthouse in the same complex, for a pleasant drinks and conversation to complete our informative tour. (Authored by Jane Boxall)
Celebration Sundowner - Your new ‘Community Space’ - Friday 22nd November 2024 - Perth Dinghy Sailing Club
It was a wonderful evening where we welcomed the City of Perth CEO, Councillors, CoPWR members, Crawley Nedlands residents and fellow neighbourhood group members to our new ‘Community Space’ - Perth Dinghy Sailing Club.
Our main speaker was City of Perth CEO Michelle Reynolds who spoke about the important connection the City has with the Crawley Nedlands neighbourhood. Thank you Michelle for enhancing the occasion!

2024 Extraordinary Council Election
Our new City of Perth Councillor is Steve Wellard. He was sworn in at Council House on Monday 21st October 2024 and attended his first Council meeting Agenda Briefing Forum the next day. His term will run to 18th October 2025.

Improvement Plan 63 approved for the UWA QEII Specialised Activity Centre

On Friday 28 June 2024, the State Government approved an Improvement Plan for our area. This is the guidance document informing the development of a planning framework in our area.
The State Government now has a dedicated website, which includes a link to the Improvement Plan here. The certification document outlines what development of the Improvement Scheme involves in conjunction with the provisions of the Planning and Development Act 2005.
This process wil take between 18 and 24 months which will involve comprehensive consultation. Our President submitted a Letter to the Editor to the Post Newspaper, outlining our view and approach:

Since it was first proposed, we have been monitoring the progress and development of the UWA QEII Precinct Plan, a key strategic planning document informing development in the local area. Of particular interest will be guidance on the transport methods and traffic management within the precinct. You can read more about the Plan on the :

State-Led planning approach to future proof the UWA-QEII precinct
In the latest development, the State Government has given the Cities of Perth, Nedlands and Subiaco a week to provide feedback on a proposed Improvement Plan for the precinct which would:
‘… enable a strategic and coordinated approach to the planning, development and use of a defined area’
This move has been prompted by the results of a draft Economic Development Strategy commissioned by the Western Australian Planning Commission (WAPC). This shows the precinct’s potential for growth in employment and residential infill in the area.

** UPDATE - Tuesday 28 May 2024 - City of Perth Ordinary Council Meeting
During his Announcements, City of Perth Lord Mayor Basil Zempilas, provided feedback on the City’s response to the issue. He read out a paragraph on Community Engagement from the letter sent by City of Perth CEO Michelle Reynolds to the Director General of the Department of Planning, Lands and Heritage (DPLH) late last week:
Community engagement is an integral element in the preparation of any strategic and land use planning instruments.
Beyond economic growth, an active and thriving community is at the heart of a successful precinct.
The City of Perth requests DPLH undertake extensive and genuine community engagement in the preparation of an Improvement Scheme for the area beyond any statutory consultation requirements.
The Lord Mayor continued by stating one of the core functions of local government is the consultation process that the City of Perth is able to undertake with and for the community.
He continued that it is vitally important that as the State Government moves forward with their plans for this Activity Centre Improvement Plan, that community engagement and community consultation remains a key element of that Plan. That is why local government exists, in part, and this is a role the City of Perth is happy to play on behalf of residents and the community.
He stated a clear request of the State Government - that the community is not ignored - when the precinct planning is put together.
** UPDATE - Tuesday 28 May 2024 - City of Nedlands Ordinary Council Meeting
In the Agenda, the City of Nedlands administration provided Council with a detailed Comment on the UWA QEII Specialised Activity Centre Proposed Improvement Plan. It is available for viewing here. This includes the letter sent to the Department with feedback on the proposal. Former City of Nedlands Lord Mayor Max Hipkins also presented a deputation on this item at the meeting.

WAPC decision pending on UWA-QEII Precinct Plan
On Monday 20 May 2024, she was interviewed on ABC Radio Perth on Breakfast with Mark Gibson. She highlighted the need for the State Government to recognise:
Residents’ feedback from the Citizen Advisory Panel Workshops (Outcomes Report available here),
Traffic build up causing significant congestion of major arterial roads leading into the Precinct,
Recognise work completed and in progress by local government to advance the Precinct Plan, and
Formulate the Precinct Plan in a measured way over the next couple of years.

City of Perth Ordinary Council Meeting - Tuesday 30 April 2024
City of Perth has passed the motion to seek approval from the West Australian Planning Commission to advertise draft Local Planning Scheme No.3. The scheme will consolidate four major and seven minor local planning schemes. The aim is to adopt contemporary planning policies and guidelines.
City of Nedlands Ordinary Council Meeting - Tuesday 23 April 2024
City of Nedlands has adopted a new Integrated Transport Strategy to facilitate its infrastructure planning for the future.
Transport Impact Assessments were received, providing comprehensive traffic analysis for five distinct precincts namely Broadway, Hampden Hollywood, Hospital, Stirling Highway and Waratah.
These Assessments provided recommendations on traffic management solutions including infrastructure installation and modifications to traffic conditions and user behaviour.
In the answers to the committee’s questions, the City of Nedlands will continue to:
Work with the City of Perth to progress the UWA QEII Precinct Plan
Raise road safety awareness through its new Integrated Transport Strategy, and
Use the Strategy to advocate for progression on an east-west Mid-Tier Transport route.

2023 COPWR Annual General Meeting
Held at the Perth Dinghy Sailing Club on Friday 17 November 2023, COPWR welcomed current and new members to hear about what has been achieved over the past year.
Highlights included the great response from our annual Sunset Sounds concerts, hosting guest speaker Kate Chaney, Federal Member for Curtin, and hearing about the many successes in our continued collaboration with the City of Perth in advancing many issues in the Crawley/Hollywood area.
We welcomed two new faces on the Committee, Will Leyland and David Lim. The Committee has a great year planned ahead, stay tuned!
