Representing the three western communities of the City of Perth; Crawley North, Crawley South & Hollywood.

Welcome!

City of Perth Western Residents Inc (COPWR) is a local neighbourhood association representing the voices of the three west most communities of the City of Perth:

  • Crawley Mounts Bay (mainly high-rise near Crawley Boatshed),

  • Hollywood (North of Stirling Hwy, East of Hampden Rd), and

  • Crawley South (South of Stirling Hwy, East of Broadway).

We advocate strongly on many issues relevant to the area, to promote the views and goals of our community, through engagement with key stakeholders and local media.

Ferry Expansion Project

The Public Transport Authority (PTA) held a briefing at University of Western Australia (UWA) on Tuesday 8th April 2025 with member Dr Sue Graham-Taylor, attending on the committee’s behalf.

This preliminary ferry stakeholder briefing included a potential landing location and ferry route in the Matilda Bay area. We would love you to respond to her report below.

This is an essential part of us giving you a voice on this issue.

The Ferry Service Expansion Project aims to enhance public transport in Western Australia by introducing new electric-powered ferries and expanding ferry routes.

Ferry Expansion Project overview (courtesy Public Transport Authority)

Stage 1 includes two new terminals at UWA and Applecross, five electric ferries, charging infrastructure, and upgrades to existing facilities.

The ferries will accommodate over 100 passengers, operate from 6am to 12:30am, and offer a 15-minute trip between terminals.

Ferry design (courtesy of Public Transport Authority)

The UWA Ferry Terminal will have space for 4 ferries, and will be the main battery charging location, with MCS (Megawatt Charging System) Connectors capable of delivering 3 megawatts of DC power (roughly 10 times the capacity of car super-chargers).

The “artist impression” below shows only the over-water part of the terminal. However, there will also be land-based infrastructure; a notional size of “two shipping containers” has been ascribed to this. The State Architect is being consulted to ensure a design that minimizes the visual impact of the terminal on the Matilda Bay Reserve.

The exact site for the UWA Terminal has yet to be decided.

The map below shows the approximate location of four possible sites, Matilda Bay North, Central and South, and Nedlands Foreshore.

Note that bus terminals will be adjusted to integrate with whichever site is chosen.

Thank you for your feedback!

You can still provide feedback via our Contact us page with your view on the Ferry Expansion Project and possible location of the UWA Ferry Terminal.

We would like to obtain your views to submit a response to the Public Transport Authority regarding:

1. The desirability of a UWA ferry service, and

2. Factors informing site selection

  • What factors need to be considered in the location of a UWA Ferry Terminal and the associated land infrastructure for each of the four (4) sites mentioned above?

Feel that this issue should be highlighted further locally?

You can write a letter to the Post Newspaper for next weekend’s edition.

Members Tour of the Art Gallery of Western Australia - Wednesday 4th December 2024

On the afternoon of 4th December, a merry band of COPWR members met in the foyer of the Art Gallery of WA to enjoy a free guided tour of some of the exceptional works in the Gallery collection with experienced Gallery Guide Adrienne Marshall.

Many of the works were completely unexpected, with some of the works in the Aboriginal Gallery giving extraordinary insight into the variety of mediums and materials used in modern Indigenous artworks.

Particularly admired was the intricate metal etching by Binygurr Wirrpanda worked on a large old road sign stripped of paint, back to raw metal.

Our final discovery was the large 18 panel Brett Whiteley “American Dream” full of themes and surprises.

Those who hadn’t been to the TIME-RONE exhibition were able to get a sneak preview as we accessed the TIME-RONE bar in the old original Perth courthouse in the same complex, for a pleasant drinks and conversation to complete our informative tour. (Authored by Jane Boxall)

Improvement Plan 63 approved for the UWA QEII Specialised Activity Centre

** Fact sheet on Improvement Plan and Schemes **

On Friday 28 June 2024, the State Government approved an Improvement Plan for our area. This is the guidance document informing the development of a planning framework in our area.

The State Government now has a dedicated website, which includes a link to the Improvement Plan here. The certification document outlines what development of the Improvement Scheme involves in conjunction with the provisions of the Planning and Development Act 2005.

This process wil take between 18 and 24 months which will involve comprehensive consultation. Our President submitted a Letter to the Editor to the Post Newspaper, outlining our view and approach:

We have been monitoring the progress and development of the UWA QEII Precinct Plan, a key strategic planning document informing development in the local area. Of particular interest will be guidance on the transport methods and traffic management within the precinct. You can read more about the Plan on the :

  • Engage Perth website

  • Viewing the slides from from a recent presentation by Dale Page, General Manager Planning and Economic Development from the City of Perth.

** UPDATE - Wednesday 15 May 2024 - State Government Press Release

State-Led planning approach to future proof the UWA-QEII precinct

In the latest development, the State Government has given the Cities of Perth, Nedlands and Subiaco a week to provide feedback on a proposed Improvement Plan for the precinct which would:

‘… enable a strategic and coordinated approach to the planning, development and use of a defined area’

This move has been prompted by the results of a draft Economic Development Strategy commissioned by the Western Australian Planning Commission (WAPC). This shows the precinct’s potential for growth in employment and residential infill in the area.

  • You can read about the State Government’s current Improvement Plans here.

  • There is also a fact sheet available here.

We wait in anticipation for all stakeholder responses.

The Improvement Plan was listed as an agenda item for the next WAPC meeting on Wednesday 29 May 2024

** UPDATE - Friday 24 May 2024 - Dr Katrina Stratton MLA updates

Local State Member of Parliament for Nedlands, Dr Katrina Stratton shared the following updates:

  1. Letter to residents with an update on plans for the QEII UWA Precinct, and

  2. Video message (Reel) on her Facebook page - Transcript available here.

** UPDATE - Tuesday 28 May 2024 - City of Perth Ordinary Council Meeting

During his Announcements, City of Perth Lord Mayor Basil Zempilas, provided feedback on the City’s response to the issue. He read out a paragraph on Community Engagement from the letter sent by City of Perth CEO Michelle Reynolds to the Director General of the Department of Planning, Lands and Heritage (DPLH) late last week:

  • Community engagement is an integral element in the preparation of any strategic and land use planning instruments.

  • Beyond economic growth, an active and thriving community is at the heart of a successful precinct.

  • The City of Perth requests DPLH undertake extensive and genuine community engagement in the preparation of an Improvement Scheme for the area beyond any statutory consultation requirements.

The Lord Mayor continued by stating one of the core functions of local government is the consultation process that the City of Perth is able to undertake with and for the community.

He continued that it is vitally important that as the State Government moves forward with their plans for this Activity Centre Improvement Plan, that community engagement and community consultation remains a key element of that Plan. That is why local government exists, in part, and this is a role the City of Perth is happy to play on behalf of residents and the community.

He stated a clear request of the State Government - that the community is not ignored - when the precinct planning is put together.

** UPDATE - Tuesday 28 May 2024 - City of Nedlands Ordinary Council Meeting

In the Agenda, the City of Nedlands administration provided Council with a detailed Comment on the UWA QEII Specialised Activity Centre Proposed Improvement Plan. It is available for viewing here. This includes the letter sent to the Department with feedback on the proposal. Former City of Nedlands Lord Mayor Max Hipkins also presented a deputation on this item at the meeting.

The Western Australian Planning Commission Board met on Wednesday 29 May 2024 on Item 10.7 Request to Initiate Improvement Plan and Scheme for UWA QEII (Specialised) Activity Centre (RLS/1145). Extracts from the minutes are below.

WAPC decision pending on UWA-QEII Precinct Plan

On Monday 20 May 2024, she was interviewed on ABC Radio Perth on Breakfast with Mark Gibson. She highlighted the need for the State Government to recognise:

  • Residents’ feedback from the Citizen Advisory Panel Workshops (Outcomes Report available here),

  • Traffic build up causing significant congestion of major arterial roads leading into the Precinct,

  • Recognise work completed and in progress by local government to advance the Precinct Plan, and

  • Formulate the Precinct Plan in a measured way over the next couple of years.

On Sunday 19 May 2024 she was featured on 9News Perth:
